Join us for a live event at our San Francisco office, or remotely via webinar to review the results of the August 16th Cap and Trade Auction and learn valuable insights for what to expect next. The audience will be engaged in an interactive discussion of the critical issues encountered by the California Air Resources Board (CARB) with the further implementation of their ambitious program.

Moderator:

Speakers:

  • Tiffany Roberts
Senior Fiscal & Policy Analyst - Energy & Climate Change, California Legislative Analyst’s Office
  • Jan Mazurek
    Senior Fellow, ICF International
  • Ralph Moran
Director, West Coast Climate Issues, BP America, Inc.

Our panel of experts will offer their insights and recommendations for achieving the overall goal of CARB’s Cap and Trade program: to reduce GHG emissions in California to 1990 levels by 2020. Here are just some of the questions they’ll seek to answer:

  • What were the notable lessons learned from the auction on August 16th?
  • What improvements could be implemented before the next auction?
  • How might CARB’s GHG allowance reserve be modified to avoid the likelihood of excessively high (or low) prices?
  • Can Offset integrity be enhanced to address concerns that the Offset Credits sometimes overstate the amount of GHG emissions averted?
  • Is market manipulation a valid threat which CARB should seek to further pre-empt?
  • In addition to the linkage with the Québec program, with what other Cap and Trade programs might CARB establish linkage?
  • The recent California Superior Court Tentative Decision, and proposed amendments to the Cap and Trade program, raise many interesting issues which our panel will also discuss.
