Using Carbon Offsets for CEQA Compliance - A Guide to Emerging Best Practices

10/16/201310:00 AM-11:00 AM PDT
Webinar

Climate Action Reserve and special guest speakers will explore the various ways in which the carbon offsets are increasingly being used to mitigate air impacts under the California Environmental Quality Act (CEQA), in connection with other mitigation regimes. This webinar will provide background on the use of offsets in the mitigation context, update the audience on the status of efforts by regulatory entities in California to streamline the process of using offsets as mitigation, and provide examples of where offsets have successfully been retired in satisfaction of local air quality impacts associated with project approval.

Speakers:

  • David Vintze, Bay Area Air Quality Management District
  • Bill Sloan, Partner at Morrison & Foerster
  • Katharine Young, Reserve's General Counsel

Discussion Questions:

  • What circumstances can offsetting of a project's emissions expedite CEQA approval?
  • Where do you draw the line: how to quantify and mitigate GHG emissions using carbon offsets?
  • Principles of Offset Quality: commonly accepted standards for purchasing and retiring carbon offsets.
  • Apples and Oranges: A guide to credible, high quality offsets that represent true environmental integrity.
