Zori Ferkin has more than 25 years of experience representing companies on matters related to the regulation of energy companies by the Federal Energy Regulatory Commission (FERC) and other federal and state government agencies, and on energy industry transactions. Ms. Ferkin represents clients before FERC, the U.S. Department of Energy, state public service commissions, and state and federal courts. She works with companies on matters involving organized energy markets as well as transmission and interconnection services by regional transmission organizations and independent system operators or by transmission owning utilities. Ms. Ferkin assists companies in obtaining authorizations to provide regulated services and in complying with regulatory requirements. She has extensive experience conducting due diligence and managing regulatory approvals to allow transactions to proceed in compliance with applicable laws and regulations. Ms. Ferkin counsels developers, lenders, equity investors, industrial and institutional energy consumers and energy project hosts, electric utilities, marketers, and energy services providers.
Ms. Ferkin has counseled clients in mergers and acquisitions, asset transfers, corporate financings, energy outsourcing arrangements, and project finance and lease transactions. She has extensive experience in negotiating power purchase agreements, steam services contracts, transmission and interconnection agreements, and other energy-related transaction documents.
Prior to entering private practice, Ms. Ferkin was an attorney advisor with the U.S. Nuclear Regulatory Commission and served as chief counsel to the Pennsylvania Governor’s Energy Council.
