Andrea Tozer is an associate in the Land Use and Environmental Law practice group in Morrison & Foerster LLP’s Los Angeles office. She is also a member of the firm’s Clean Tech group. Her practice includes a specialty in litigation, agency practice, and real estate transaction matters. Her litigation experience includes matters in federal and state court involving the federal and state environmental laws regarding clean air, hazardous substances, and natural resources. Ms. Tozer advises clients on compliance with California state and local agency regulations and responding to agency enforcement actions. Ms. Tozer also works on transactional matters including environmental due diligence, drafting and negotiating environmental terms for purchase and sale agreements, loan transactions, and other matters.

Ms. Tozer earned her J.D. in 2006 from the University of Southern California School of Law where she was elected to the Order of the Coif. Ms. Tozer served as an editor on the Southern California Law Review and was president of the Women’s Law Association. Ms. Tozer also received the State Bar of California Wiley M. Manuel Award and the 2005 Los Angeles County Bar Association Pro Bono Award. She received her B.A. degree cum laude in sociology, and college honors, from the University of California at Los Angeles in 2001.

Ms. Tozer is admitted to practice in all courts in the State of California and is a member of the environmental and real estate sections of the State Bar of California, and the Section of Environment, Energy and Natural Resources of the American Bar Association.
