Celeste M. Moy is an Of Counsel in our Northern Virginia office. Prior to joining Morrison & Foerster, Ms. Moy was vice president, assistant general counsel and chief privacy officer (CPO) of Sprint Nextel Corporation. Ms. Moy began her Nextel career as assistant general counsel of securities and finance. She soon assumed additional responsibility for intellectual property and managed Nextel’s intellectual property portfolio, IP licensing, USPTO filings, and oversaw the development of the company’s various IP policies and training materials. In 2002, she was appointed Chief Privacy Officer. As CPO, her primary responsibilities included ensuring the company’s compliance with federal and state privacy laws, as well as best practices for privacy and data security in the wireless communications industry. Ms. Moy established Sprint Nextel’s best in class customer privacy safeguards and oversaw revisions and/or improvements in the company’s enterprise-wide privacy policy and procedures manual. She also worked to ensure the implementation and monitoring of compliance with the corporate privacy policy and procedures, and that customer privacy was a consideration in the product development process. Additionally, Ms. Moy oversaw, managed and resolved any privacy breaches and chaired a 20 member cross-functional privacy council. She has hands-on experience providing comprehensive privacy and data security solutions, including drafting information security policies, conducting gap analysis of such policies against various federal and state data security laws, advising on breach notification issues, and advising on contractual provisions relating to data security.
In recognition of her privacy accomplishments and the development of a privacy compliance and customer relationship management invention, Ms. Moy has received several awards and recognitions including the 2005 IAPP Privacy Innovation Award sponsored by Hewlett-Packard, the 2005 Fifty Most Influential Minorities in Business Award sponsored by Minority Business and Professionals Network and was one of four finalists for the 2005 Outstanding In House Counsel of the Year Award sponsored by the Association of Corporate Counsel/WMACCA Chapter.
Ms. Moy received her J.D. from the University of Detroit Mercy School of Law and her B.A. from Michigan State University.
