Communications, On-Going
The firm regularly counsels clients both wireline and wireless in all on issues involving the universal service system and represents carriers before the FCC in proceedings concerning reform of that system. Specifically, the firm advises carrier and non-carrier clients on the universal service high cost support mechanism, the schools and libraries program, qualification as an "eligible telecommunications carrier," and carrier obligations to contribute to the universal service fund.

The firm monitors and participates in all significant FCC proceedings affecting its telecommunications clients, including the unbundled network element (UNE) triennial review, intercarrier compensation, special access and UNE performance measurements, Multi-Association Group (MAG) incentive regulation, cable modem and wireline broadband classification, equal access obligations, ILEC accounting requirements, jurisdictional separations, Universal Service Fund (USF) contribution methodology and high-cost support mechanisms, numbering issues, Communications Assistance for Law Enforcement Act (CALEA), and E-911.

ALLTEL Corporation, On-Going
The firm routinely assists ALTEL Corporation, an independent local exchange carrier (independent LEC) in various acquisitions of wireless licenses and universal service issues.

Comsat International Holdings
The firm represented Comsat International Holdings in the acquisition of a controlling shareholder interest in Convergence Communications, Inc., the operator of a broadband IP network in Mexico and Central America and the renegotiation of existing creditor obligations. Advise CIH on all aspects of the transaction, including shareholder approval requirements, creditor security issues and U.S. reporting company obligations.

The firm represents ICO Global Communications Limited, a global mobile satellite operator authorized by the U.K., with respect to U.S. regulatory and legislative matters, including satellite licensing, market access, and spectrum policy.

The firm represents and advises NeuStar, Inc. on the federal regulatory issues presented by its administration of the North American Numbering Plan and nationwide local number portability.

The firm provides regulatory and transactional counseling to T-Mobile USA, Inc. and its operating subsidiaries in their business development and operations. Since T-Mobile's predecessor's formation in the mid-1990s through its growth into one of a handful of nationwide wireless telephone carriers, firm attorneys have assisted T-Mobile in the acquisition of its network through the FCC's spectrum auctions, in secondary market transactions and by the formation of strategic alliances with other telecom operators and investors.
