Mr. Graffagna represents lenders, developers, and contractors in all aspects of project financing and development and is head of the Firm's Project Finance & Development Practice Group. He is experienced in power, oil and gas, transportation, water and other infrastructure projects. He also has extensive experience on joint ventures and strategic alliances.

Mr. Graffagna studied Japanese language at Konan University, in Kobe, Japan and at Stanford University's Inter-University Center in Tokyo. He joined Morrison & Foerster in 1989 and became a partner of the firm in 1997.



Representative Matters
  • Representing the Valladolid III Consortium (Mitsui/Calpine/Chubu) in the development and financing of the 525 MW Valladolid III natural gas-fired electrical power facility in Mexico.

  • Represented JBIC and METI in the financing of the $700 million KEPCO Ilijan IPP Project, a 1,200 MW gas-fired combined cycle power plant in the Philippines.

  • Representing a consortium consisting of Mitsui, Mitsubishi Heavy Industries, Toshiba, Mitsubishi, Sumitomo, Marubeni, and Kawasaki Heavy Industries as equity participant and supplier of the Core System and the Trackworks for the $15 billion Taiwan High Speed Rail Project.

  • Represented Tokyo Gas in its purchase of an interest in the El Bajio IPP project in Mexico.
