San Ramon City Center Project December 2006 - ongoing
Represent Sunset Development Company in processing the land use entitlements for the San Ramon City Center project, a mixed-use
civic/retail/residential/ office development which will create a new “downtown” for the City of San Ramon. This approximately
2.1-million-gross-square-foot project is being processed as a public private partnership, with Sunset and the City of San
Ramon acting as co-applicants. In addition to the residential, retail and office components, the City Center project includes
a significant civic component in the development of a new City Council Chambers and library.
BRE December 2006 - ongoing
Assist BRE with the entitlement of a mixed-use transit oriented development project at the Walnut Creek BART Station in Walnut
Creek, California. This 16-acre site will be developed with a replacement parking garage for BART parking, a 30,000-square-foot
commercial building, approximately 590 multi-family residential units, approximately 8,000 square feet of retail use and associated
parking.
Cleantech America ,NCCT May 2006 - ongoing
Represent solar client on the land use siting, permitting, environmental, tax, and real estate aspects of a 400 megawatt solar
photovoltaic power plant project proposed on approximately 2,860 acres in Fresno County, California.
Contra Costa Centre Association - Pleasant Hill BART Station Area Redevelopment July 1993, Ongoing
Served as General Counsel, for over 10 years, to the Contra Costa Centre Association, the association of hotel, office, and
high-density residential owners surrounding this major transit hub, and have provided legal representation on the complex
redevelopment development agreement and other issues related to the 2.5 million square feet of development and entitlements
within the specific plan area. The redevelopment area covers an approximately 30 acre mixed-use transit village viewed as
a national model of a smart-growth redevelopment project. We have also been retained by the private development entities negotiating
infrastructure and development issues with the Redevelopment Agency, including development of twin office towers for a total
of 375,000 square feet of office space.
Lennar Mare Island, LLC - Mare Island Naval Shipyard 1998 to present
Representation of Lennar Mare Island in connection with the acquisition of the 520 acre Mare Island Naval Shipyard by the
City of Vallejo from the U.S. Navy, including the Leases in Furtherance of Conveyance. We represented Lennar Mare Island in
negotiations with the City of Vallejo for an agreement containing the terms and conditions of Lennar's acquisition and development
of Mare Island. We negotiated a development agreement with the City and participated in the negotiation and drafting of a
Settlement Agreement between the City, the State Lands Commission, and Lennar. We have had extensive involvement counseling
Lennar and the City of Vallejo on CEQA and NEPA compliancy, specific plan issues and the legal defensibility of an EIR EIS
for this complex project plan.
Kaiser Foundation Hospital, 1993, ongoing
Serves as special land use counsel to Kaiser Foundation Hospitals in the siting of its major hospital and medical office building
facilities throughout Northern California and the Central Valley. Since 1994, represented Kaiser on all facets of its entitlements
process, CEQA advice, negotiation of development agreement, rezoning and preliminary and final development plan approvals.
Land use counsel on more than a dozen medical facilities totaling in excess of 10 million square feet, including major Kaiser
facilities in Oakland, Los Angeles, San Jose, Antioch, Emeryville, San Francisco, Vallejo, Santa Clara, Modesto, Vacaville,
and Walnut Creek.
John Muir Mt. Diablo Health System, Brentwood, Concord, 2000 ongoing
Represent JMMD as land use, natural resource and real estate legal counsel on all aspects of a major new 900,000 sq. ft. hospital
and medical campus on 58 acres in Brentwood, including drafting and negotiating a development agreement, CEQA compliance,
helipad approval, general plan amendment, rezoning, and tentative maps. Also represent client in the major seismic upgrade
and retrofit of its 25 acre Concord Hospital and medical campus.
HYH, Rancho San Juan , 2004 ongoing
Morrison & Foerster has assisted HYH Corporation in obtaining recent approval of its proposed development of a new planned
community on 671 acres of undeveloped and agricultural land in the Rancho San Juan area in Monterey County, north of Salinas.
The project is part of the larger Rancho San Juan Specific Plan which will includes up to 4,000 residential units, over 500,000
square feet of commercial/retail space, approximately 2.7 million square feet of light industrial and business park uses,
and over 240,000 square feet of office development on more than 2,500 acres. The Rancho San Juan Specific Plan is the largest
development project ever approved in Monterey County.
City of Antioch Ongoing since June 2002
Represent the City of Antioch on the legal defensibility of its successfully adopted comprehensive citywide 2004 General Plan
Update, the 2,700 acre Sand Creek Specific Plan, and the CEQA compliance covering these major planning efforts. The representation
includes strategic discussions with City Staff, Planning Commissioners and City Councilmembers, and negotiations with potential
litigants. Ongoing representation on residential development allocation issues and an innovative management plan.
Windemere Ranch Partners, Dougherty Valley, 1997, ongoing
Morrison and Foerster served as development counsel for one of the largest master-planned communities ever built in Northern
California. We have guided the Dougherty Valley project through all entitlement processes since 1991, including negotiating
a development agreement and litigation and settlement with more than 20 parties. When fully developed, this $15 billion project
(Centex Homes, Brookfield Homes and Lennar Communities) will include 11,000 homes on 6,000 acres.
William Lyon Homes, Fort Ord, 2004
Advised a William Lyon Homes partnership on military base reuse an land use aspects of the development of the 245 acre East
Garrison project located in unincorporated Monterey County within the former Fort Ord.
William Lyon Homes, Pittsburg, 2004, ongoing
Lead land use counsel on this 245 acre mixed use master planned project proximate to the Pittsburg BART station, including
CEQA compliance, negotiation of an 18-year Development Agreement and legal/political strategies.
Toll Brothers, Norris Canyon Estates, San Ramon, California , 1995, ongoing
Ongoing representation of Toll Brothers in its luxury home master planned community in the unincorporated area of Contra Costa
County. Legal advice includes land use, assessment district process, CEQA, development agreement, and complex infrastructure
issues.

Marble Mountain Partners, LLC - Marine Corps Air Station Tustin September 2003
We have represented Lennar Marble Mountain Partners, LLC in connection with the initial successful internet bid conveyances
from the United States Navy and General Services Administration, including negotiations related to the Leases in Furtherance
of Conveyance (LIFOC), quitclaim deeds, and environmental remediation issues related to the redevelopment of the former Marine
Corps Air Station in Tustin.
AMB Property Corp. - West Dublin BART Specific Plan October 2001, Ongoing
We represent AMB Property Corp. regarding the proposed development of a mixed-use project consisting of approximately 300
multi-family residential units and a four-story, 120,000-square-foot office building within the West Dublin BART Specific
Plan area. Located in the City of Dublin, the Specific Plan area is intended to be developed as a high-intensity, mixed-use,
transit-oriented community, capitalizing on regional transit linkages provided by both the BART line and nearby freeways,
I-580 and I-680. Within the West Dublin BART area, a mixture of low-rise and mid-rise buildings housing residences, offices,
specialty retail, lodging, restaurant, and similar uses are planned, consistent with the principles of transit-oriented smart-growth

Millennia Sacramento, III, LLC - Union Pacific Railyard Property January 2004
Representation of Millennia Sacramento, III, LLC in its negotiations to acquire and redevelop the 240-acre downtown Sacramento
Union Pacific Railyard property into an urban mixed-use village. This project designed by world-renowned architect Jon Jerde
involves one of the largest urban infill sites in the country and will feature the California Railroad Technology Museum and
a new intermodal transportation facility as well as millions of square feet of residential, cultural, open space and commercial
development. The project includes negotiations with Union Pacific, the City, Regional Transit and numerous other parties as
well as obtaining land use approvals for the development of this historic property that was the birthplace of the Transcontinental
Railroad.
