Mr. Reinhard is an environmental and health analyst with over twenty five years’ experience performing research, policy analysis, and client representation. At several industrial and agricultural facilities, he has conducted thorough environmental audit and compliance reviews. His areas of practice have focused on air permitting and compliance, green tech and global warming issues, hazardous material transportation (including international transport), pesticide and chemical manufacture, risk assessment procedures, consumer products and right to know. He helped prepare several Clean Air Act Title V, PSD, and state-issued permits. In the area of cleanup he conducted the first nationwide study, later used as a prototype, of federal remedial response selection parameters, analyzing over 100 cleanup sites and the criteria chosen to clean up sediments, soil, and groundwater. He has worked with individual clients on over a dozen Superfund sites — including Lowry Landfill, Western Processing, Middlefield Ellis Whisman, Operating Industries, White King/Lucky Lass, and others — providing analysis and representation for site assessment, remedial action technology, and settlement of liability issues. Mr. Reinhard is an expert on Proposition 65 chemical listing procedures and has presented oral testimony effectively challenging additions of pharmaceuticals and other substances. Using his knowledge of chemical production and hazards, Mr. Reinhard has designed hazard warning and communication programs for several clients. For pharmaceutical companies and others, he assisted with due diligence reviews and developed programs for effective patient relations in clinical trials.
