Mr. Randall is a partner with the firm, practicing in both the Land Use and Environmental Law Group and the Real Estate Group in the Walnut Creek office. He provides assistance to residential and commercial developers, hospitals, industrial companies and public agencies in the land use approval and environmental review process. He also practices in the area of general real estate transactions, including all aspects of commercial and residential development-related real estate sales, leasing, financing, and construction.
Mr. Randall has experience with both California and Colorado zoning laws, CEQA and NEPA, the Subdivision Map Act and other California and Colorado laws affecting the development of real property. He also has expertise in endangered species and wetlands issues. He has appeared before city councils, planning commissions, school boards and county boards and commissions in both California and Colorado.
Mr. Randall has represented clients developing projects under a variety of circumstances, including the development/redevelopment of medical centers on behalf of Kaiser Foundation Hospitals and John Muir Health, military base reuse projects on behalf of Lennar Communities and LNR Property Corp., the development of commercial office buildings on behalf of Equity Office Properties, and the development of smart growth/transit village projects, retail projects, master planned communities and residential subdivisions on behalf of several different clients.
For approximately two years between 2002 and 2004, Mr. Randall practiced with a small firm in Glenwood Springs, Colorado, where he represented both business and government clients. He served as the Town Attorney for the Town of Silt, Colorado, and as counsel to Colorado Mountain College, advising both entities in all areas of their operations. His representation of local businesses included real estate transactions, the entitlement of development, entity formation, sales of businesses, litigation and mediation. Prior to working in Colorado, Mr. Randall practiced for 4½ years in the Walnut Creek office of Morrison & Foerster, where he was engaged in land use and real estate practice.
Mr. Randall earned his J.D. degree from the University of California, Hastings College of the Law, in 1997, and his B.S. degree from the University of Colorado, Boulder, in 1988. While at Hasting, Mr. Randall served as a member and Articles Editor for the Hastings Law Journal and served as a judicial extern to the Honorable Maxine Chesney, United States District Judge for the Northern District of California.
Mr. Randall sits on the Board of Directors of the Contra Costa Council, the Board of Directors of the Parks District Foundation and the Advisory Council to the Assistance League of Diablo Valley. He serves on the Pleasant Hill Redevelopment Advisory Commission and is active in the Real Estate Section of the Contra Costa County Bar Association.
