Mr. Anderson is the Managing Partner of Morrison & Foerster’s Singapore office, and has been based in Singapore for over twelve years. He has represented developers, investors, and lenders in the development and non-recourse financing of major independent power projects, transportation projects, water projects, manufacturing facilities, and other infrastructure projects. He also represents borrowers and lenders in complex secured loan transactions and debt restructurings and companies involved in cross-border mergers and acquisitions and private placements. Asian markets in which he has been active include China, India, Indonesia, the Philippines, Singapore, Thailand, and Taiwan.
Mr. Anderson is one of a small number of project finance lawyers with substantial experience in negotiating both (i) finance documents, such as credit and security agreements, and (ii) project contracts, such as concession agreements, turnkey construction contracts, and offtake sales agreements. He led the Morrison & Foerster team in a successful US$750 million debt restructuring on behalf of CESC, the former Calcutta Electricity Supply Company in India. He has undertaken a similar role as lead New York counsel for the borrower in negotiating credit and security documents for the US$1.2 billion Union Power plant financing in Thailand, and represented a major public sector lender in the restructuring of the US$2.7 billion Dabhol Power Project in India. Earlier in his career, he was involved in precedent-setting infrastructure projects in markets such as India, Indonesia and Thailand.
Mr. Anderson speaks and writes frequently on topics related to infrastructure development and finance. He has been a Guest
Lecturer at Nanyang Technological University since 1996, addressing BOO/BOT-related topics on behalf of the Center for Advanced
Construction Studies. He also serves as the International Private Water Association’s Regional Vice President for Asia, and
is the Founder and Co-Chairman of the Public Lender and Insurer Infrastructure Finance Summit. He also sits on the Advisory
Committee of POWER-GEN Asia, one of the region’s leading annual conferences on project finance in the electricity sector.
Mr. Anderson received a B.S. in Foreign Service from Georgetown University’s School of Foreign Service in 1986 and a Juris
Doctorate from Harvard University Law School in 1989.
