Mr. Anderson is the Managing Partner of Morrison & Foerster’s Singapore office, and has been based in Singapore for over twelve years. He has represented developers, investors, and lenders in the development and non-recourse financing of major independent power projects, transportation projects, water projects, manufacturing facilities, and other infrastructure projects. He also represents borrowers and lenders in complex secured loan transactions and debt restructurings and companies involved in cross-border mergers and acquisitions and private placements. Asian markets in which he has been active include China, India, Indonesia, the Philippines, Singapore, Thailand, and Taiwan.

Mr. Anderson speaks and writes frequently on topics related to infrastructure development and finance. He has been a Guest Lecturer at Nanyang Technological University since 1996, addressing BOO/BOT-related topics on behalf of the Center for Advanced Construction Studies. He also serves as the International Private Water Association’s Regional Vice President for Asia, and is the Founder and Co-Chairman of the Public Lender and Insurer Infrastructure Finance Summit. He also sits on the Advisory Committee of POWER-GEN Asia, one of the region’s leading annual conferences on project finance in the electricity sector.

Mr. Anderson received a B.S. in Foreign Service from Georgetown University’s School of Foreign Service in 1986 and a Juris Doctorate from Harvard University Law School in 1989.



Representative Matters
  • Primary negotiator for borrower in Thailand's first power plant privatization, the $1 billion Rayong acquisition. Structured credit arrangements with a syndicate of international and Thai banks, U.S. pension funds and other institutional investors.

  • Represented the joint venture between Toshiba Corporation and Matsushita Corporation in the development of their $1 billion liquid crystal display plant in Singapore, the largest of its kind in the world.

  • Lead New York counsel for the borrower in negotiating credit and security documents for the proposed $1.2 billion Union Power plant financing in Thailand.

  • Lead international counsel for the borrower in the US$750 million Calcutta Electricity Supply Corporation debt restructuring.
