Peter Kanter’s practice focuses on the resolution of state and local tax controversies through negotiation and litigation. He has extensive experience in the areas of property tax and real estate transfer tax. Mr. Kanter has represented various clients from many different industries, including hotel, telecommunications, oil and gas, power production, major league baseball, shopping centers, sugar refineries, paper manufacturing, commercial office leasing, and high tech manufacturing. He has prosecuted tax appeals before all levels of California’s courts, taxing authorities and several county assessment appeals boards.
Mr. Kanter has helped organize the California State Bar’s Eagle Lodge West Symposium, a property tax reform conference whose participants consist of attorneys who represent the California assessors, the State Board of Equalization and taxpayers. He has also been active in representing taxpayers in the California State Board of Equalization’s Assessor Handbook and regulation drafting projects.
Mr. Kanter has written several articles and has lectured extensively on property tax law and procedure.

- San Francisco Giants Baseball Team – Lead counsel representing the Giants in all property tax assessment matters relating to the assessment of SBC Ball Park
(formerly, Pacific Bell Ballpark).
- Transamerica Pyramid – Counsel for the new ownership of the Pyramid in a successful appeal of the base year value reassessment resulting from
the corporate acquisition of Transamerica.
- Equity Office Properties – Property tax counsel for EOP for several large office properties in San Francisco’s financial district, including the landmark
One Market Street property.
- Mammoth Pacific L.P. and B.P. Amoco – Counsel for geothermal and cogeneration electricity power plants in prosecuting property tax assessment appeals and litigation relating to the valuation of independent power plants.
