Mr. Norall was born in Washington, D.C. in 1946. He earned his B.A. degree in history from Christ's College, Cambridge University in 1967 and his J.D. degree from the University of Pennsylvania Law School, magna cum laude, in 1970, where he was Long Comment Editor of the University of Pennsylvania Law Review and a member of the Order of the Coif.

Following his graduation from law school, Mr. Norall served as law clerk to the Honorable Edward Weinfeld, U.S. District Court for the Southern District of New York. After working with law firms in New York and Brussels, he co-founded the boutique law firm of Forrester Norall & Sutton in Brussels in 1981. The firm specialized in EU law and international trade law. Mr. Norall joined Morrison & Foerster LLP as a partner in November 2000.

Mr. Norall has particular expertise in EU competition and merger control law, and over the years has counseled many clients on compliance with competition law, administrative infringement procedures, and merger control clearance. Among the matters he has handled are distribution, licensing, joint ventures, payment systems, and electronic trading platforms.

He also has extensive experience in the field of EU and international trade law, and has advised several governments in GATT/WTO dispute resolution proceedings.

Mr. Norall is the author of articles on EU competition and trade law in journals and publications that include European Law Review, Oxford Yearbook of European Law, Common Market Law Review, and World Economy.
