The firm represents ICO Global Communications Limited, a global mobile satellite operator authorized by the U.K., with respect
to U.S. regulatory and legislative matters, including satellite licensing, market access, and spectrum policy.
Noncommercial Broadcast Station Representation
The firm represents a number of noncommercial educational broadcast stations in connection with all aspects of FCC regulation.
Clients include Northwestern University, the Oregon State University System (including the University of Oregon, Oregon State
University, Eastern Oregon University, and Oregon Institute of Technology), Bates Technical College, Central Washington University,
and others.
Satellite Broadcasting and Communications Association (“SBCA”)
The firm has represented SBCA, the trade association for the direct-to-home satellite industry, in connection with a variety
of regulatory matters before the FCC, including preemption by the FCC of state and local regulation of satellite antenna placement
and operation, authorization by the FCC of a new terrestrial wireless service in the spectrum used by direct broadcast satellite
operators, and implementation by the FCC of regulations mandated by the Satellite Home Viewer Act and the Satellite Home Viewer
Improvement Act.
T-Mobile USA, Inc.
The firm provides regulatory and transactional counseling to T-Mobile USA, Inc. and its operating subsidiaries in their business
development and operations. Since T-Mobile's predecessor's formation in the mid-1990s through its growth into one of a handful
of nationwide wireless telephone carriers, firm attorneys have assisted T-Mobile in the acquisition of its network through
the FCC's spectrum auctions, in secondary market transactions, and by the formation of strategic alliances with other telecom
operators and investors.
Telephone Systems International, Inc.
The firm represents Telephone Systems International, Inc., the controlling interest in Afghan Wireless Communications Company,
one of two cellular service providers in Afghanistan, in its regulatory and corporate matters before the Afghan Ministry of
Communications.

balloons, in both regulatory and transactional matters.
