The Bill establishes a regulatory framework to ensure that AI in Colombia develops in an ethical, responsible, competitive, and innovative way. It emphasizes protecting fundamental rights, ensuring transparency and accountability, and aligning with international standards. It introduces a risk-based classification system: prohibiting manipulative or discriminatory systems, strictly regulating high-risk applications in sectors like health and education, and imposing transparency obligations on limited-risk systems.
