This Framework is built around five requirements that data center developers and operators must meet to do business in Virginia: (i) Increasing Transparency and Ending the Secrecy; (ii) Strengthening Environmental Protections; (iii) Lowering Energy Costs; (iv) Bolstering Clean Energy Economy & Grid Reliability; and (v) Delivering a Better Deal for Virginia Workers.
