Carina is an associate in Morrison Foerster’s Washington, D.C., office and a member of the firm’s National Security Group.

Carina focuses her practice on advising clients in various industries, including major financial institutions, manufacturing companies, and nonprofit organizations, on matters relating to U.S. sanctions administered and enforced by the U.S. Department of the Treasury’s Office of Foreign Assets Control (OFAC) and related national security issues, including Department of Justice (DOJ) investigations. Carina assists clients in the preparation and submission of specific license applications, voluntary self-disclosures, and other communications to OFAC and DOJ, as well as the development and implementation of risk management strategies and sanctions compliance programs.

Carina also has experience advising clients in responding to inquiries from congressional committees and maintains an active pro bono practice with a strong focus on immigration matters.

Prior to joining Morrison Foerster, Carina served as a law clerk to the Honorable James R. Sweeney II in the Southern District of Indiana. Carina earned her J.D. cum laude from Harvard Law School, where she served as the managing editor of the Harvard Journal on Legislation. She received her B.A. magna cum laude in political science and business economics from the University of California, Irvine, where she was elected to Phi Beta Kappa.
