Daisuke Niwa is of counsel to Morrison & Foerster Law Offices. Mr. Niwa has broad experience in various practice areas, including real estate, finance, M&A, labor issues, litigation, and criminal representation. His areas of expertise involve financial regulations including the Financial Instruments and Exchange Act, and Telecommunications Business Act.

From 2012 to 2014, Mr. Niwa worked as a Deputy Director (Investigator) in various sections of the Japanese Securities and Exchange Surveillance Commission, including the Office of Investigation for International Transactions and Related Issues, the Administrative Monetary Penalty Division, the Market Surveillance Division, and the Disclosure Statements Inspection Division. In his time with the Securities and Exchange Surveillance Commission, Mr. Niwa was engaged in examinations and investigations of unfair transactions, including insider trading and market manipulation by Japanese and foreign investors, as well as inspections of false disclosure statements in annual securities reports of listed companies. He also represented the Japanese government in hearings and cancellation proceedings in administrative penalty cases.

Mr. Niwa graduated from the School of Law of Hokkaido University and completed his training at the Legal Training and Research Institute of Japan. He is a member of the Daini Tokyo Bar Association. Mr. Niwa is a Certified Fraud Examiner.
