Dan Kagan advises life sciences business, digital health, and health care technology clients on health care regulatory compliance and health privacy issues. 

Dan has particular experience in representing health care providers, life sciences companies, and digital health businesses. He counsels clients on a wide range of regulatory, compliance, risk management, transactional, and reimbursement issues, including Stark and anti-kickback analyses, structuring telehealth offerings, contracting issues, change of ownership and other regulatory approvals, and Medicare and Medicaid reimbursement questions and audits. He regularly assists clients on compliance with HIPAA and other laws that govern the collection and use of medical and health information.

Dan’s past experience includes acting as interim associate general counsel for the Connecticut Children’s Medical Center, assisting the hospital with variety of legal issues, including drafting and negotiation of vendor contracts, employment agreements and clinical affiliation agreements, risk management, compliance, and corporate governance issues.

In 2020 and 2021, Chambers recognized Dan as a “Health Care Associate to Watch”, and in 2019, the Connecticut Law Tribune featured him as a “New Leader in the Law.” Dan earned a J.D. from the University of Connecticut School of Law, Hartford. While in law school, he was a Notes and Comments editor for the Connecticut Insurance Law Journal.
