Ethan Marsh assists government contractors in a wide variety of litigation and investigations issues, with a focus on bid protests and litigation under the Contract Disputes Act. Ethan also counsels clients on subcontracts, teaming agreements, terminations, revolving door restrictions and other compliance issues.

Ethan has represented protesters and awardees in more than 60 pre- and post-award bid protests before the Government Accountability Office, the Court of Federal Claims, and the Postal Service. His protests involve such major programs as the Coast Guard’s Offshore Patrol Cutter program; the Special Operations Command’s Ground Mobility Vehicle program; the Centers for Medicare and Medicaid Services’ Medicare Administrative Contractor program; the Air Force’s C-20/C-27 logistics support program; the National Aeronautics and Space Administration’s lease of Launch Complex 39A; the Navy’s base operating support contract for Patuxent River Naval Air Station; and the Air Force’s training system contract for C-17 aircraft. Ethan has been the senior associate representing contractors in five appeals before the Armed Services and Civilian Boards of Contract Appeals.

Prior to joining the firm, Ethan was a Captain in the U.S. Army Judge Advocate General’s Corps assigned to the U.S. Army Corps of Engineers as part of the Chief Counsel’s Military Honors Program. During his time at the Corps, Ethan provided advice to Corps officials on a range of procurement and fiscal law issues. He also defended the Corps in bid protests before the Government Accountability Office and the Court of Federal Claims. In 2008, Ethan deployed to Iraq where he advised Corps procurement officials executing the Iraqi reconstruction and military construction missions.

Ethan graduated cum laude from Georgetown University, Walsh School of Foreign Service in 2003, receiving a B.S.F.S. in International Economics. Ethan obtained his J.D. cum laude from New York University School of Law in 2006, where he was an Articles Editor of the Annual Survey of American Law. He is a member of the bar of the District of Columbia.
