Frederick Jenney's practice focuses on international project finance, political risk insurance and cross-border investment transactions, as well as U.S. energy project finance transactions, with a particular emphasis on structuring, lending, political risk and intercreditor issues. Mr. Jenney’s project finance experience comprises new loans, refinancings, restructurings and workouts for projects ranging in size from $2 million to $2.5 billion, particularly with respect to co-lending among multilateral and bilateral agencies (the Overseas Private Investment Corporation, the U.S. Eximbank and Inter-American Development Bank), commercial bank syndicates and 144A lenders.
Mr. Jenney has represented lenders and developers in project financings in Asia, Latin America, the Middle East and the United States, principally in the power, energy, hotel and manufacturing industries.
In addition to his international project finance experience, Mr. Jenney's political risk insurance experience encompasses both insurance and reinsurance of a broad range of equity and debt investments by developers, commercial banks and capital markets investors.

Prior to his career at Morrison & Foerster, Mr. Jenney served as Assistant General Counsel of OPIC, an agency of the United States government, where he represented OPIC as senior leader and political risk insurer in a broad range of project finance, political risk insurance, equity fund and cross-border investment transactions worldwide. He has served as an Adjunct Professor at the Georgetown University Law Center, the Washington College of Law at American University and the George Washington University National Law Center, teaching courses covering foreign direct investment, international commercial transactions and international project finance.
Department of Energy/BrightSource Solar Power Projects.We represent DOE as loan guarantor in a limited-recourse project financing for construction of three concentrating solar thermal electric generating plants, totaling 375 MW, to be located near the Ivanpah Dry Lake in the Mojave Desert.
CH Energy/Shirley Wind Power ProjectWe represent CH Energy, a New York-based energy company, in connection with the acquisition, development, and financing of a 20-MW wind power project in Brown County, Wisconsin. Wind turbines and operations and maintenance services will be provided by Nordex USA, Inc.
