Holly Roberson’s practice focuses on environmental law and policy, intergovernmental project approvals, CEQA, land use, water, and renewable energy.

Prior to joining the firm, Ms. Roberson served as Land Use Counsel at the California Governor’s Office of Planning and Research (OPR). At OPR, she worked on infill streamlining, tribal cultural resources and CEQA (AB 52), the General Plan Guidelines, military land use compatibility planning, utility scale solar siting and mediation, and the Sustainable Groundwater Management Act. She has special expertise with tribal cultural resources and CEQA (AB 52). Ms. Roberson has provided technical assistance and training to lead agencies and tribal governments throughout the state. Prior to her appointment, Ms. Roberson worked at a prominent Sacramento law firm specializing in the California Environmental Quality Act (CEQA).

While in law school, Ms. Roberson externed at the Ninth Circuit Court of Appeals, the California Energy Commission, and the Environmental Section of the Office of the California Attorney General.

Before law school, Ms. Roberson worked as Clerk for the Natural Resources Committee’s Subcommittee on Energy and Mineral Resources of the U.S. House of Representatives. She organized the Committee’s hearings on all aspects of energy development on public lands, including its first ever hearings on climate change, and worked on the successful passage of reforms to the Mining Act of 1872.

Ms. Roberson is a 2011 graduate of the Berkeley School of Law (Boalt Hall), with a certificate of specialization in Environmental Law. She graduated from the University of California at Berkeley cum laude with a degree in Peace and Conflict Studies. Ms. Roberson is admitted to the California Bar.
