Jennifer Jeffers is an associate in the firm’s Environment and Energy Group. Ms. Jeffers counsels domestic and international clients on land use, environmental, and regulatory matters in a number of sectors, including real property development, natural resources, renewable energy, fisheries, and climate change. She advises clients on compliance with state and local agency regulations regarding commercial, mixed-use, and renewable energy project development and permitting, including zoning, land use, and environmental compliance.
She frequently assists clients with preparing and responding to environmental review documents required under the California Environmental Quality Act (CEQA) and the National Environmental Policy Act (NEPA), as well as defending clients' environmental review documents in both administrative and judicial proceedings. Ms. Jeffers also represents clients in federal and state court and before federal and state regulatory agencies in matters involving the state and federal Endangered Species Acts and other environmental statutes.
Prior to law school, Ms. Jeffers managed Conservation International’s Regional Marine Strategies program in Washington, D.C., where she provided marine biodiversity management strategies to regional staff, local and national governments, and public institutions in 11 countries worldwide. Ms. Jeffers assisted in developing site-specific and large-scale planning strategies for conservation programs, including the implementation of formal agreements for marine protected area creation, management, and enforcement.
Ms. Jeffers graduated from the University of California, Berkeley, with a J.D. and Certificate of Environmental Law from the School of Law (Boalt Hall) and an M.S. in Environmental Science, Policy, and Management. While in law school, she served as an executive editor of the Ecology Law Quarterly, a research assistant for the Law of the Sea Institute, and a graduate student instructor for an international environmental politics course.
Before joining Morrison & Foerster, Ms. Jeffers worked in the Environment, Land, and Natural Resources Section of the California Attorney General’s Office and at a boutique land use and natural resources law firm in San Francisco.
