Michael Penza is an associate in the State and Local Tax Group in Morrison & Foerster's New York office.  His practice focuses on controversy and transactions related to state and local income, franchise, sales and use, gross receipts, and other business taxes.  Prior to joining the firm, Mr. Penza worked as a state and local tax associate at other law firms in New York and Philadelphia. 

Mr. Penza received his J.D. cum laude from the University of Connecticut School of Law, where he received CALI Awards in Moot Court and State and Local Taxation, and served as a member of the Moot Court Board.  He also served as a research assistant to Professor Richard D. Pomp, one of the country’s leading experts in state and local taxation.  Mr. Penza received his B.A. in Psychology from Williams College.
