Peter Hanschen is broadly experienced in all types of energy matters, including state and federal energy regulation, energy-related transactions, energy-related arbitrations, and energy-related project financings. He has been at the forefront of energy matters for a number of years, and has participated in numerous "traditional" utility proceedings before state and federal regulatory commissions, representing utilities, independent energy providers and customers. He has argued utility regulation cases before the California Supreme Court. He also has been actively involved in efforts to unbundle utility services and to infuse competition into the energy utility sector, representing natural gas storage companies, qualifying facilities, electric wholesale generators, and electric service providers.

Mr. Hanschen has closely followed regulatory and legislative developments, including proceedings related to renewable portfolio standards, greenhouse gas emission performance standards, and California's solar initiative. In conjunction with Morrison & Foerster's Clean Technology Group, he advises clients that are affected by these initiatives, as well as clients that wish to take advantage of the unique opportunities offered by California's leadership role in the area of renewable energy and clean technology.

Mr. Hanschen has participated in the development and financing of energy projects, both domestically and internationally. He works as part of Morrison & Foerster's project finance team, representing developers, lenders, and bi-lateral and multi-lateral international lending agencies, as well as other entities such as equipment suppliers and other contractors.

Prior to joining Morrison & Foerster, Mr. Hanschen served as General Counsel for two energy companies: Pacific Gas Transmission Company, an interstate natural gas pipeline, and Pacific Transmission Supply Company, a natural gas exploration and development company. He was also in charge of Pacific Gas & Electric Company's Law Department's Regulatory Section, responsible for FERC and California State Regulatory matters.

South Texas Nuclear Power Project Units 3 & 4.
We represent Toshiba America Nuclear Energy Corporation (TANE) in its role as EPC contractor for the design and construction of a two unit, 2,800 MW Advanced Boiling Water Reactor nuclear power plant at the South Texas Project in Texas.  Also representing TANE in connection with a vendor financing credit facility made available to one of the owners of the new units at the South Texas Project.
Water Regulatory Issues for Union Pacific
Represented Union Pacific Railroad Company on state regulatory issues relating to water service for Keene, CA, a small community located in Kern County.
State of Alaska/Alaska Natural Gas Pipeline
(FERC, Regulatory Commission of Alaska, Alaska Superior Court). Served as counsel to the State of Alaska in a two-year negotiation of a 457-page fiscal contract between the state and ExxonMobil, BP, and ConocoPhillips for the development of the proposed $25 to $30-billion Alaska natural gas pipeline, the largest energy project ever proposed, bringing Alaskan gas through Canada to the lower 48 states.

Assisted Target with evaluating their power purchase agreements, solar installations, and contracts.

Represents Plains All American Pipeline, L.P. in California regulatory matters. Plains All American Pipeline L.P. is a publicly-traded limited partnership engaged in transporting and storing crude oil and refined products.

Negotiates rates for Klamath Water Users Association in conjunction with hydro-electric power plant controversy.
