Rachel Gallagher is an associate in the National Security Group in Morrison & Foerster's Washington, D.C. office. Rachel focuses her practice on national security related matters, including U.S. sanctions administered by the U.S. Treasury Department’s Office of Foreign Assets Control. Rachel also has experience preparing clients who are called to testify before Congress. She has worked in various aspects of the U.S. federal government including the White House.

Rachel graduated from New York University School of Law, where she was on the board of the National Security Law Society and was a staff member of the Journal of Intellectual Property and Entertainment Law. During law school, she interned at the U.S. Attorney’s Office for the Southern District of New York and the Social Security Administration.

Rachel received her B.A. in American politics from Washington and Lee University.
