Ryan Richardson is an associate in the Financial Services Group of Morrison & Foerster. Mr. Richardson’s practice focuses on state and federal regulation of bank and non-bank lenders, loan servicers, financial technology companies, and third-party service providers.
Mr. Richardson regularly counsels financial institutions and their affiliates on inquiries arising under the Truth in Lending Act (TILA), the Real Estate Settlement Procedures Act (RESPA), the Equal Credit Opportunity Act (ECOA), the Home Mortgage Disclosure Act (HMDA), the Fair Credit Reporting Act (FCRA), and the Fair Debt Collection Practices Act (FDCPA), as well as matters relating to state and federal examinations, investigations, and supervisory and enforcement actions. He also counsels lenders and their partners on a broad array of licensing, marketing, and advertising issues.
Additionally, Mr. Richardson frequently advises on complex transactional matters involving financial institutions. He assists domestic and foreign banks with regulatory issues in connection with mergers, acquisitions, and reorganizations, including applications to federal banking agencies under the Bank Merger Act, the Bank Holding Company Act, and the International Banking Act. He also regularly works with financial institutions and large retailers in the negotiation and drafting of co-branded and private label credit card programs.
Prior to joining Morrison & Foerster, Mr. Richardson was an attorney for the Federal Deposit Insurance Corporation (FDIC) in Washington D.C., New York, and San Francisco, where he focused primarily on consumer compliance and enforcement matters. Mr. Richardson was also an associate in the consumer financial services and mortgage banking groups at a large national law firm.
Mr. Richardson received his J.D. cum laude from the Cumberland School of Law at Samford University, where he was the articles editor for the Cumberland Law Review. During law school, Mr. Richardson externed for the Hon. Karon O. Bowdre and the Hon. R. David Proctor, both of the United States District Court for the Northern District of Alabama. He received his B.A. cum laude from Birmingham-Southern College, where he received the Richebourg Gaillard McWilliams Award for the top student in English literature.
