Sean Ruff is co-head of the FinTech Practice Group. Mr. Ruff’s practice focuses on advising clients from the rapidly developing FinTech sector. He represents both emerging and established FinTech organizations, including non-bank and traditional banking institutions, with respect to complex regulatory and transactional matters.

Mr. Ruff previously served as Director, Lead Payments and Regulatory Counsel for Square, Inc.

Mr. Ruff has particular experience with funds transmission and related compliance initiatives, Bank Secrecy Act/Anti-Money Laundering regulation, alternative lending structures, traditional and non-traditional electronic payments and payment cards and consumer financial services.

In the money transmission area, Mr. Ruff has focused on the laws and regulations affecting non-bank money transmitters. In this regard, Mr. Ruff represents funds transmitters, stored value issuers, Internet funds transmitters and others with regard to licensing and compliance matters, including Bank Secrecy Act/Anti-Money-Laundering Program compliance. Mr. Ruff has led multiple money transmitter licensing initiatives for clients, including nationwide money transmitter licensing and change of control efforts.  As a result of these licensing initiatives, and by way of Mr. Ruff’s general representation of money transmitters, he regularly represents money transmitters with regard to licensing and compliance matters before state agencies.

In addition, Mr. Ruff handles matters relating to other financial services issues, including: National Bank Act issues; consumer lending issues under the Truth in Lending Act and the Equal Credit Opportunity Act; state lending and usury laws; the Gramm-Leach-Bliley Act; and stored value laws.

Mr. Ruff also has worked on many payment card-related matters, including the negotiation of private label and co-branded credit card program documentation for some of the largest U.S. retailers and financial institutions.

Mr. Ruff received his J.D. cum laude from the Catholic University of America, Columbus School of Law, where he was the executive editor of the Catholic University Law Review. He received a B.A. magna cum laude in political science from the College of Charleston.

Mr. Ruff is listed in the Chambers FinTech 2019 guide for U.S. Payments & Lending where clients report that he “stands out for his analytical abilities and understanding of the industry.” He is also recommended by Legal 500 US 2017 in the area of Financial Services: Regulatory.
