A former administrative law judge for the California Public Utilities Commission, Todd Edmister provides practical and insightful advice to his clients on energy regulatory and litigation matters.

Mr. Edmister has extensive experience with the California Public Utilities Commission (CPUC), where he served as an administrative law judge (ALJ) from 2013-2016 and as a Public Utilities Counsel from 1999-2004. As an ALJ, Mr. Edmister presided over hearing matters, such as applications to set rates, complaints, and rulemakings to set policy. As public utilities counsel, he served as a member of the Energy Section of the Legal Division and advocated CPUC adoption of the PG&E bankruptcy settlement; advised commissioners on state regulatory issues; and litigated numerous matters arising from the Federal Power Act in administrative hearings at the Federal Energy Regulatory Commission (FERC).

At Morrison & Foerster, Mr. Edmister has negotiated and facilitated regulatory approvals of energy project development, including utility scale and distributed solar generation projects. He has also regularly negotiated agreements such as power purchase and interconnection agreements, and facilitated regulatory approvals of such documents, when needed. Mr. Edmister has also advanced state regulatory policies supporting energy efficiency investment and renewable energy generation, and worked with companies on compliance with California’s Appliance Efficiency Regulations. Mr. Edmister has also participated in development of Community Choice Aggregation procurement plans.

Prior to his tenure as an ALJ, Mr. Edmister spent nine years in private practice, litigating various regulatory matters before the CPUC and FERC, and advising project developers and project financiers on regulatory issues associated with utility-scale renewable and traditional generation projects. He is also experienced in negotiating power purchase agreements and interconnection agreements.

In addition, Mr. Edmister has represented consumer product manufacturers in Proposition 65 cases, and other clients in Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) actions.

Mr. Edmister received his J.D. from the University of California, Berkeley School of Law in 1995. He earned his B.A. in economics from UC Berkeley in 1991. He is admitted to practice law in California and is based in San Francisco.
