The FAR Council and DOL recently issued new rules and guidance implementing Executive Order 13673 Fair Pay and Safe Workplaces, which were set to go into effect on October 25, 2016, and phased in over six months.  On October 24, 2016, a Texas court enjoined the government from “implementing any portion of the FAR Rule or DOL Guidance relating to the new reporting and disclosure requirements regarding labor law violations.” In this program for legal and HR personnel, Cynthia and Anna will discuss the implications of the Court’s order, the requirements of the new rule, the compliance burdens and obligations, and the impact of the ongoing litigation on implementation.
