California has led the pack in enforcing its hazardous waste laws against retailers who ship personal care products through reverse distributors. The U.S. Environmental Protection Agency is now looking at how the law regulates unsold products and is considering revisions to its rules. In addition, California is considering rule changes proposed by major retailers. In this session we will identify the key issues retailers and the agencies are trying to address and how that will affect personal care product manufacturers.
