In recent years, small business government contracts issues have been the focus of lawmakers, regulators and courts. This diverse panel will discuss the intent behind small business preferences and how the resulting regulations are handled in the courtroom. There will be specific focus on the oft-litigated issue of when agencies are required to set aside a contract for small business and when they can access the larger market. This discussion will also include a review of the Supreme Court's handling of Kingdomware Technologies, Inc. v. United States, which was argued before the Court on February 22.
