Jennifer K. Brown is Supervising Counsel, Pro Bono at Morrison Foerster, with responsibility for the overall direction of the firm’s pro bono program. Ms. Brown also develops pro bono opportunities and promotes lawyers’ participation in the firm’s offices on the east coast of the U.S. as well as in China, Hong Kong, and Singapore.Before joining Morrison Foerster, Ms. Brown was vice president and legal director of Legal Momentum, the nation's first women’s rights legal organization, originally known as the NOW Legal Defense and Education Fund. There, she directed cutting-edge litigation and policy advocacy focused on employment discrimination, domestic violence victims' rights, and sexuality and family rights. Previously, she served as the reproductive rights director with the Civil Rights Bureau of the Office of the New York Attorney General and as an Assistant U.S. Attorney with the United States Attorney's Office for the Southern District of New York.Ms. Brown brings to the firm her deep knowledge of public interest legal organizations and the most pressing civil rights issues of the day. She has, as well, a rich array of litigation experience, having represented individuals as well as federal agencies and the public, from both the plaintiff and defense positions, in trial and appellate courts. As Senior Pro Bono Counsel, she applies this knowledge and experience to multiple goals: encouraging the firm's attorneys from all practice areas to bring pro bono projects to the firm; easing the way for attorneys to undertake meaningful pro bono service; and working with legal service and public interest organizations to identify creative ways to tap the passion and intellect of the firm's lawyers to pursue the public good. Recent achievements include collaborating with a legal services organization to represent individuals whose claims for unemployment insurance benefits are challenged, and forming a project to represent disabled individuals who are seeking federal disability benefits.Ms. Brown received her J.D. from Yale Law School in 1993, where she was essays editor of the Yale Law Journal (1992-1993) and was awarded the Benjamin Scharps and Israel H. Peres prizes for outstanding writing. Ms. Brown’s publications include, "The Nineteenth Amendment and Women's Equality," 102 Yale Law Journal 2175 (1993) (student note), and "Life and Death with Joan," in AIDS: The Women, Cleis Press, 1988.

Dorothy L. Fernandez is Senior Pro Bono Counsel based in the Denver office of Morrison Foerster. She is responsible for managing and promoting the participation of lawyers in the firm’s extensive pro bono program which includes, among other things, providing free legal services to low-income individuals, advising nonprofit organizations and assisting in other matters that serve the public interest. Dorothy’s primary focus is on working with lawyers in the firm’s Austin, Los Angeles, San Diego, Denver and Tokyo offices.In 1999, Dorothy joined Morrison & Foerster as an associate in the Securities Litigation, Enforcement and White-Collar Criminal Defense Group. She was elected a partner of the firm in 2004. Dorothy handled complex litigation at the state, federal and appellate levels and was responsible for drafting key dispositive motions in some of the firm’s largest securities litigation matters. In addition, she had an active pro bono practice and represented clients in individual matters, as well as cases addressing the treatment of children in foster care and the rights of LGBT individuals.A dedicated advocate for the LGBT community, Dorothy has served as co-chair of the board of directors of the National Center for Lesbian Rights, and she also served on the board of the Pride Law Fund, a nonprofit organization that provides scholarships to law students working on issues related to the equal rights of LGBT citizens and people living with HIV/AIDS.Dorothy graduated from Stanford University in 1992 with a B.A. in psychology. She earned a J.D. in 1996 from Harvard Law School, where she was a member of the Harvard Civil Rights-Civil Liberties Law Review and co-chair of HLS Lambda. She has taught as an adjunct instructor at both Golden Gate University Law School and Santa Clara University Law School.

Rachel Williams is Senior Pro Bono Counsel based in Morrison Foerster’s San Francisco office. She is responsible for managing and promoting the participation of lawyers in the firm’s extensive program of providing free legal services to low-income individuals, to nonprofit organizations, and in matters that serve the public interest. Rachel works primarily with lawyers in the firm’s San Francisco, Palo Alto, London, Berlin, and Brussels offices. She is an active member of the Disaster Legal Assistance Collaborative and the board of directors of OneJustice. Rachel joined the firm in 1999. Prior to becoming a pro bono counsel, Rachel was a litigation associate in the firm’s Palo Alto office and worked on attorney training and development initiatives. Before law school, Rachel worked for various nonprofit organizations, was an investigator for the public defender’s office in Seattle, and served as a Coro Public Affairs Fellow in New York City.

Michael Miller has nearly three decades experience helping clients successfully navigate through the most complex litigation and regulatory challenges they face. He regularly represents clients in major antitrust and class action litigation, and in managing antitrust risks presented by complex transactional and other business matters, including strategy and structuring of transactions to overcome potential regulatory hurdles and achieve strategic business objectives.Mike’s practice includes all aspects of complex financial services, antitrust, privacy, and commercial litigation. He also has an active practice representing clients in merger control proceedings in the United States, Europe, and other jurisdictions as part of the multinational merger notification and review process.Mike has considerable experience representing financial services companies in investigations initiated by various antitrust regulators, the Consumer Financial Protection Bureau, the New York Department of Financial Services, and others. Mike has a history of representing companies before the U.S. and EU competition law regulators in the telecommunications, semiconductors, software, network services, pharmaceutical, industrial, financial services, consumer products, chemical, and technology industries.Mike maintains an active pro bono practice, regularly representing New York City public school students seeking special education and other services from the City and State. <h4 dir="ltr">Representative Experience</h4><ul><li>Glenmark Pharmaceuticals (Eastern District of Pennsylvania). Representing Glenmark in a federal antitrust multidistrict litigation alleging price fixing and market allocation of generic drugs by manufacturers of generic drugs.</li><li>In re Payment Card Interchange Fee and Merchant Discount Antitrust Litigation (Eastern District of New York). Representing a major financial institution in federal antitrust class and individual actions alleging that the payment card practices of the defendant card networks and financial institutions constitute an unreasonable restraint of trade and illegal monopolization. This is likely the largest private antitrust case ever brought.</li><li>Copperweld Wiring (Northern District of Alabama and other courts). Representing wire manufacturer in antitrust and false-advertising suit against three major copper wire competitors.</li><li>SoftBank/Sprint/T-Mobile. Represented Sprint and SoftBank before DOJ/FCC and at trial against multiple State Attorneys’ General seeking to block the T-Mobile-Sprint merger as anti-competitive. After a two-week trial, the Court dismissed the case and the merger closed successfully. </li><li>Arm Limited/Softbank. Represented SoftBank Group and Arm Limited on complex antitrust and national security issues arising from NVIDIA’s proposed acquisition of Arm from SoftBank for $65 billion.</li><li>Data Breach and Privacy Matters. Representing a variety of clients in connection with regulatory and litigation issues arising out of data breach events and general data security counseling and compliance.</li><li>FCRA Matters. Representing significant information-service provider in actions around the country alleging violations of the FCRA and related statues and in federal and state regulatory proceedings.</li><li>Southwest Gas Holdings. Obtained antitrust regulatory clearances in connection with Southwest Gas Holdings’ $2 billion acquisition of Questar Pipeline and subsequent sale of certain assets. </li><li>Programmatic Advertising. Represented digital programmatic healthcare advertising firm in lawsuit seeking to block acquisition.</li><li>Alcon Vision (Southern District of New York). Won dismissal of all antitrust claims against a contact lens manufacturer.</li><li>Dale v. T-Mobile, et al. (Northern District of Illinois). Won dismissal of antitrust lawsuit against SoftBank. </li><li>EMV Litigation (Northern District of California). Won dismissal of class action antitrust litigation arising out of the introduction of chip card standards to the US payments sector.</li><li>In re Late Fee and Over-Limit Fee Antitrust Litigation (Northern District of California). Won dismissal of class action challenging late and over-limit fees. Dismissal affirmed on appeal.</li><li>In re Dental Supply Antitrust Litigation (Eastern District of New York). Negotiated resolution of individual and class action antitrust litigation in the dental supplies industry. </li><li>Antitrust and Bank Holding Company Act Litigation (Middle District of Florida). Won dismissal of sprawling antitrust and BHCA litigation on behalf of major financial institution.</li><li>Amadeus IT Group (Southern District of New York). Won dismissal of class action litigation in the travel services industry.</li><li>Overdraft Litigation (Eastern District of Pennsylvania). Represented a major financial institution in successfully resolving class action litigation arising out of overdraft practices.</li><li>Other Merger Clearances. Has obtained merger clearances in the US and EU for clients in the financial services, telecommunications, network services, pharmaceuticals, consumer products, oil and gas, consumer products, chemical, packaging, and metals industries.</li><li>GSE FCRA Litigation (Ninth Circuit, District of Arizona). Won dismissal of FCRA litigation against a large government-sponsored enterprise in the District of Arizona.</li><li>Privacy Litigation (District of Colombia; District of Columbia Superior Court). Won motions to dismiss in two actions that alleged violations of various statutory rights to privacy stemming from customer service practices. Both dismissals affirmed on appeal.</li><li>Richbell Information Services, Inc., et al. v. Jupiter Partners LP, et al. Represented Lord Jacob Rothschild and several publicly traded English investment trusts in the New York Commercial Division in litigation arising out of disputes among shareholders. Resolved successfully for client.</li></ul>

Tori Dalcourt Angle is a senior associate in Morrison Foerster’s Government Contracts and Public Procurement Practice Group and is based in the firm’s Washington, D.C. office.Tori’s practice runs the gamut of litigation and counseling in federal procurement matters, with an emphasis on bid protests, internal and external investigations, False Claims Act matters, contract claims and disputes, and compliance with federal statutes and regulations.Tori regularly represents contractors in pre- and post-award bid protests. She has represented both protesters and awardees in scores of protests before the U.S. Government Accountability Office, the U.S. Court of Federal Claims, and procuring agencies, in acquisitions ranging from small business procurements to multibillion-dollar contracts. Her protests have included both classified and unclassified programs. In addition to prevailing in published decisions, Tori has also secured favorable corrective action on behalf of clients in a wide variety of protests that were resolved without a published decision.Tori has extensive experience conducting investigations with False Claims Act, Anti-Kickback Act, Procurement Integrity Act, and suspension and debarment implications. She has advised clients regarding procurement fraud, anti-corruption, procurement integrity, and defective pricing, and has assisted clients with voluntary and mandatory disclosures under the Federal Acquisition Regulation. In addition, Tori has defended clients in a number of qui tam actions.Tori has experience counseling clients on various compliance and regulatory issues, including Section 889 compliance, revolving door questions, organizational conflicts of interest, and the Truth in Negotiations Act.Tori earned her J.D. with honors and a concentration in Government Procurement Law from the George Washington University Law School, where she was an associate editor of The George Washington Law Review, a Dean’s Fellow in the Legal Research and Writing Program, a member of the Alternative Disputes Resolution Board, and a Murray J. Schooner Government Procurement Law Scholar. She also won multiple academic awards, including the Outstanding Academic Achievement Award from the National Contract Management Association, first place in the 2018 American Bar Association’s Public Contract Law Journal Writing Competition, the 2018 Dentons Government Contracts Moot Court Competition, and Best Brief in the 2017 GW Law School First Year Moot Court Competition.During law school, Tori worked as a law clerk in Morrison Foerster’s Government Contracts practice and participated in the firm’s summer associate program. She also completed an internship in Judge Firestone’s chambers at the U.S. Court of Federal Claims.Prior to law school, Tori interned at the Department of Justice, Consumer Protection Branch, and the National Partnership for Women & Families. She graduated cum laude from American University, where she had dual majors in law & society and history, and a minor in economics.
