This month’s Bid Protest Roundup highlights one Court of Federal Claims (COFC) decision and one Government Accountability Office (GAO) decision. The first case demonstrates how poorly defined criteria can muddle an agency’s evaluation and best-value tradeoff, as well as the substantial challenges protesters face obtaining injunctions. The second applies the fundamental principle that agencies must treat all vendors equally and evaluate quotations evenhandedly against the solicitation’s requirements.
