In many respects, Spectre Corp. v. U.S., No. 16-932, _____Fed. Cl. _____, 2025 WL 2394834 (Fed. Cl. Aug.18, 2025), is like any other contract dispute decided by the U.S. Court of Federal Claims. A contractor seeks damages for the Government’s alleged failure to fulfill its express or implied contractual duties, and the court, in this case unconvinced, denies the claim on summary judgment. But Spectre did not involve any typical procurement contract—at issue instead was an “other transaction” agreement.
