In this month’s protest roundup, we consider two protests before the Government Accountability Office (GAO) and a status protest before the Small Business Administration (SBA) Office of Hearings and Appeals (OHA). The first decision involves allegations that an agency violated the statutory and regulatory preference for acquiring commercial products and services. The second examines when failure to acknowledge a solicitation amendment is (and is not) fatal to a bid. The third decision addresses a protester’s duty to support its allegations with evidence.
