AB 1043, which requires operating system providers to collect a user’s age or date of birth at account setup and make a standardized age signal available to app developers, passed the California legislature with overwhelming bipartisan support. Governor Gavin Newsom signed it in October. The bill was enacted as written and is scheduled to take effect on January 1, 2027, but it was not until recently that the tech press started asking what an “operating system” (one of the key terms in the statute) actually means.
