MOT Circulates Consultation Draft of Self-Driving Vehicle Safety Guidance

On August 8 2022, the Ministry of Transport (MOT) circulated for public comment the Guidelines for Transportation Safety Services for Autonomous Vehicles (Draft to Solicit Comments). The draft guidance is aimed at adapting to the development of autonomous driving technologies, encouraging and regulating autonomous driving transportation services, and ensuring transportation safety.
In the August edition of GC Agenda China (subscription required), Morrison Foerster partner Paul McKenzie commented on the draft that, “With its release of this draft industry guidance, the MOT is signaling its valuable support for the burgeoning autonomous vehicle sector at a national level, on the heels of rollout locally in Beijing, Shenzhen and other cities of trial programs for the use of autonomous vehicles for taxis and other public transportation services. Release of the draft guidance appears to have been well received in Chinese capital markets, possibly reflecting a view that a national framework will help foster development and commercialization of autonomous vehicle technology.”
