Clients seek out Julie because of her practical advice on cutting-edge issues at the intersection of privacy and consumer protection laws. She provides clients with practical solutions to compliance challenges around a wide variety of both online and offline privacy issues, including tracking, interest-based advertising, geo-targeting and other mobile tracking, personalization, and cross-device tracking. Julie O'Neill

Charles Capito is a partner in both Morrison Foerster’s National Security and Government Contracts + Public Procurement practices.In the National Security space, he has significant experience counseling clients on the complex and evolving considerations related to the Committee on Foreign Investment in the United States (CFIUS). Charles frequently helps investors and U.S. businesses through every aspect of the CFIUS process, from understanding and allocating CFIUS risk on the front end, to presenting cases before the Committee, to negotiating appropriate mitigation measures, and ultimately to implementing and complying with mitigation agreements after the fact. Charles’ experience includes securing clearances for some of the largest and most sensitive cases reviewed by CFIUS, as well as dozens of more discreet transactions and investments.Charles regularly advises clients on critical regulatory regimes in the national security space. Whether in the context of specific transactions or day-to-day counseling, clients rely on Charles to help them comply with and operate under U.S. export controls, in particular, the International Traffic in Arms Regulations (ITAR) and Export Administration Regulations (EAR). These regimes, especially the EAR, are undergoing noteworthy and complex changes, and now play key roles in other legal regimes like CFIUS. In addition, government contractors with access to classified information and their investors go to Charles to understand their obligations under the National Industrial Security Program (NISP) and, in particular, the sensitive issues presented by foreign ownership, control, or influence (FOCI) in this space.Companies operating in today’s national security space are wise to take a holistic view of the legal environment incorporating not only their legal obligations today, but also the wider geopolitical landscape to plan for the future. Charles speaks and writes regularly on these and other topics in the national security space, and has been recognized by legal publications like Chambers USA and Best Lawyers for his expertise in these areas.Charles is also a seasoned Government Contracts practitioner, assisting government contractors with a wide variety of compliance and litigation issues. Charles Capito

Ali Young is an associate in the Government Contracts practice in Morrison Foerster’s Washington, D.C. office.Ali’s practice focuses on a full range of government contract litigation and compliance matters including bid protests, contract claims and disputes, small business compliance and disputes, and mergers and acquisitions. She has represented clients in both pre- and post-award bid protests before the Government Accountability Office (GAO) and the Court of Federal Claims (COFC). She has also assisted clients draft requests for equitable adjustments and certified claims and has litigated claims disputes at the COFC and the Armed Services Board of Contract Appeals (ASBCA).Ali’s practice additionally includes counseling clients on a variety of regulatory and contractual compliance issues, particularly in small business matters such as and size determination and appeals at the SBA's Office of Hearings and Appeals, mentor protégé joint venture agreements, and socioeconomic status eligibility.She has worked on a number of mergers and acquisitions involving the purchase of government contracting concerns or related assets, including performing due diligence, negotiating purchase agreements, and counseling on post-transaction structures.Ali has taught several seminars on various small business matters and organizational conflicts of interest.Ali graduated from the University of South Carolina in 2013, receiving her B.A., magna cum laude, in Political Science and History. In 2017, she earned her J.D. with honors from the George Washington University Law School, where she received the Patricia A. Matt Blum is an associate in the Technology Transactions Group, where he represents and advises clients on a wide range of business transactions and other matters relating to development or use of technology and products and services across various sectors, including software, hardware, and information technology services; life sciences, including healthcare, medical device, and pharmaceuticals; manufacturing, distribution, and supply; energy; and government and defense.Matt has worked with individual clients and public, private, and government entities of all sizes on various technology and intellectual property matters and related business transactions, including technology and research development, technology and products manufacturing, software licensing and as-a-service platforms and other offerings, technology outsourcing, and numerous other matters involving the licensing or subscription, procurement, sale, or other commercialization of intellectual property and technology products and services, and the use of such things in commercial business and government-related applications. Matt also counsels clients on related matters involving information security, and he regularly works with clients on intellectual property and information technology matters as part of technology-related litigation and corporate transactions, including mergers and acquisitions as well as private equity and venture capital financing.Prior to going into private practice, Matt was an associate business officer and in-house legal counsel at a global enterprise software company, where he advised the company’s business, sales, and professional services teams on government and commercial software licensing and cloud services transactions, including product and service pricing, government and commercial resale and teaming engagements, and overall deal strategy, legal risk, and revenue recognition matters. During law school, he also gained experience in administrative law matters as a legal intern at the First District Legal Office of the United States Coast Guard and as a law clerk to the Honorable Robert W. Gardner, Jr. of the Massachusetts Trial Court, District Court Department, where he was involved with a number of criminal, civil, housing, mental health, and other types of cases.Matt has extensive experience as an accomplished United States Army officer and active-duty veteran, having served as a military intelligence officer with the 1st Infantry Division, 66th Military Intelligence Brigade (Theater), and U.S./NATO special operations task force components, including assignments in Afghanistan, the Middle East, Germany, and the United States. He currently serves as a military intelligence officer in the United States Army Reserve.Matt earned his law degree from Suffolk University Law School. During this time, he served as the editor-in-chief of the Suffolk Journal of Trial & Appellate Advocacy, a staff member of the Moot Court Honor Board, an officer and member of the Suffolk Law Armed Services Association, and a founding officer of the National Security Law Association. Matthew Blum

Joshua R. Fattal is an associate in Morrison Foerster’s Data, Cyber + Privacy Group. He advises clients across industries on data protection best practices with a focus on emerging issues at the intersection of data privacy, security, and new technologies, including artificial intelligence (AI) and national security regulations pertaining to sensitive U.S. personal data.Joshua regularly counsels clients ranging from startups to multinational corporations on the legal implications of using AI and large language models (LLMs). He advises on compliance with global AI regulations, including the EU AI Act and Colorado AI Act, and provides guidance on AI governance, responsible AI use, and generative AI best practices.He also advises clients on compliance with U.S. laws governing the protection of sensitive data from adversary countries. He has assisted in clients’ complex due diligence of their data use and disclosure practices and in developing cross-functional compliance programs to meet evolving cross-border data transfer requirements.Joshua’s experience spans a variety of industries, including technology, life sciences, edtech, fintech, crypto, and consumer services. He has successfully secured asylum for multiple clients, including a Cameroonian political activist and a Honduran survivor of gender-based violence. He has also represented tenants in housing litigation and advised nonprofits on privacy and cybersecurity matters.Joshua earned his J.D. from NYU School of Law, where he graduated cum laude, was a Robert McKay Scholar, and received the full tuition ASPIRE Cybersecurity Scholarship. He received his B.A., magna cum laude, from Columbia University and is a member of Phi Beta Kappa. He previously served in the U.S. Intelligence Community, including as an attorney advisor in the Intelligence Law Division at the U.S. Department of Homeland Security.
