(January 14, 2026) – Morrison Foerster, a leading global law firm, is pleased to announce the arrivals of Ryne Miller and Trevor Levine as partners in the Financial Services and Fintech Industry Groups. Miller, based in the New York office, brings significant experience as sought-after counsel to U.S. and global financial institutions, asset managers, and innovative financial technology companies in both traditional financial markets as well as the digital assets industry. Levine, based in the Washington, D.C., office, brings deep financial services regulatory experience, with a practice focused on trading and markets, with a particular focus on innovative products, digital assets, and CFTC-regulated entities and markets.
“Ryne and Trevor collectively represent one of the most sophisticated and commercially relevant regulatory legal teams in the trading and markets industry, across traditional securities, commodities, and derivatives trading firms and for the digital-asset market, making them tremendous additions to our Financial Services and Fintech Industry teams and to the firm,” said Jeff Silberman, co-chair of Morrison Foerster’s Financial Services Group and Fintech practice.
Jeremy Mandell, co-chair of the Financial Services Group, added, “Ryne and Trevor bring deep commodities, derivatives, and digital asset regulatory experience that fits squarely within our strategic focus. Their addition further strengthens our ability to advise global clients in both traditional and forward-looking financial markets, reinforcing our position as a go-to firm for sophisticated regulatory matters.”
Miller joins Morrison Foerster from a national firm, where he served as a partner, chair of its Commodities, Futures & Derivatives Group, and co-chair of its FinTech, Crypto, and Trading & Markets Groups. Prior to that, he served in various public and private roles, including as a senior U.S. financial markets regulator and as counsel to the Chairman of the CFTC during Dodd-Frank implementation, as a partner and co-head of another prominent firm’s renowned Commodities, Futures and Derivatives practice, and as general counsel for a financial services and digital assets business. Miller draws on his diverse experience, as well as his deep relationships with industry and regulators, to advise clients on their most important and strategic projects and matters, from idea generation and design, regulatory analysis, and license applications, to commercial launch, as well as on governmental and regulatory investigations into trading and trade conduct and compliance for commodities, derivatives, securities, and digital asset businesses.
Joining from the same firm as Miller, Levine was also a partner in the firm’s Commodities, Futures & Derivatives, Crypto, and FinTech Groups. Prior to his last firm, he was general counsel at a digital asset investment bank, advising on innovative markets including both digital assets and AI and compute infrastructure transactions, and he was associate counsel at the same financial services and digital assets business as Miller, where they worked closely together. Earlier in his career, he was an attorney at two major global firms. Levine represents financial services firms and digital asset companies navigating complex regulatory frameworks, rapid commercial growth, and government investigations. His clients include exchanges, trading firms, intermediaries, market participants, and technology companies.
“Morrison Foerster’s formidable Financial Services and Fintech capabilities and equally impressive M&A, ECVC, and capital markets practices, among others, offer the perfect expertise and team for us and our clients. We are excited to join this market leading team and add our CFTC, SEC, and market-structure experience to continue building a top-tier innovative markets and regulatory practice that is at the forefront of supporting our evolving financial markets – across traditional securities and derivatives, digital assets, prediction and information markets, and the exciting marketplace innovations we are seeing around the financialization of AI and compute access and infrastructure,” said Miller.
“I am thrilled to continue partnering with Ryne to serve our clients and to collaborate with our new colleagues on MoFo’s standout global platform to help clients navigate their most pressing issues and regulatory inquiries related to the Commodity Exchange Act, federal securities laws, SEC and FINRA rules, and state money transmission laws, among others,” added Levine.
With the addition of Miller and Levine, Morrison Foerster has now added seven Financial Services and Fintech partners since June 2025. This includes the additions of Avy Mallik in San Francisco, Josh Kaplan and Dan Jones in London, and Alexandra Steinberg Barrage and Matthew Bornfreund in Washington, D.C., underscoring the continued strategic expansion of the firm’s Financial Services and Fintech capabilities and team.
