Despite this shift, experts caution that crypto exchanges are not entirely exempt from scrutiny, especially if they are found to facilitate transnational crime. Morrison Foerster's Deborah Connor emphasized, "This all involves financial tracing of the flow of cryptocurrency, which involves a look at digital asset entities and how they're involved — is it unwitting or is it such a large amount that it looks more like a willful violation?"
