Morrison Foerster Bolsters Congressional Investigations Team with Addition of Former DOJ Attorney and Senior Congressional Staffer, Keighle Joyce
(June 24, 2025) – Morrison Foerster, a leading global law firm, is pleased to announce the arrival of Keighle Joyce as of counsel in the Congressional Investigations Group, in the Washington, D.C. office. Joyce joins Morrison Foerster from the U.S. Department of Justice (DOJ), where she served most recently as Senior Counsel in the Office of Legislative Affairs representing government agencies before Congress, managing high-stakes interactions on cases, investigations, policies, and legislation. In this role, she regularly worked with senior DOJ leadership, the National Security Council staff, and key congressional stakeholders on high stakes legislative priorities and oversight matters relating to law enforcement, litigation, regulation, and national security.
Joyce’s arrival reflects Morrison Foerster's commitment to expanding its bipartisan congressional investigations practice. This strategic growth follows the recent addition of Carlos Felipe Uriarte, who joined Morrison Foerster earlier this month as a partner and co-chair of the Congressional Investigations group. Uriarte previously served as the Senate-confirmed Assistant Attorney General for the Office of Legislative Affairs at the DOJ. Joyce’s and Uriarte’s additions underscore the continued expansion of MoFo’s Washington, D.C.-based Crisis Management and Government Investigations teams following the recent arrival of National Security practice co-chair David Newman in March, who served as the DOJ’s second-ranking national security official, as well Margot Benedict, former Senior Counselor to the Attorney General, who rejoined Morrison Foerster as of counsel in April.

Prior to serving as Senior Counsel at the DOJ’s Office of Legislative Affairs, Joyce held several other government roles including Special Assistant U.S. Attorney for the District of Columbia U.S. Attorney’s Office; Deputy Staff Director and Counsel for the House Homeland Security Committee; and Counsel for the House Administration Committee.
