(June 9, 2026) – Morrison Foerster, a leading global law firm, is pleased to announce the arrival of Ching-Lee Fukuda and Tom Broughan as partners in the firm’s Intellectual Property Litigation Group and Life Sciences + Healthcare industry practice. Fukuda and Broughan combined bring nearly five decades of experience trying high-stakes patent and trade secret cases across the medical device and medtech, life sciences, and technology sectors, and an industry-leading IP trial practice to the firm.
Fukuda, a nationally renowned trial lawyer, joins Morrison Foerster’s New York office from another prominent global law firm where she served as co-leader of her prior firm’s global IP litigation practice and as a member of its Global Life Sciences leadership team. With nearly 30 years of experience, Fukuda has led significant patent and trade secret victories in district courts and the Federal Circuit, in arbitration, as well as before the International Trade Commission and the Patent Trial and Appeal Board, focusing on cutting-edge technologies in medical devices and medtech and software. Her successes include numerous jury and bench trial wins, as well as wins during preliminary injunction and on appeal.
Broughan joins the firm’s Washington, D.C., office from the same firm as Fukuda and brings deep experience in district court litigation, PTAB proceedings, and arbitration. He has worked extensively alongside Fukuda, bringing strong technical fluency and significant experience across a broad range of technologies, including medical devices, software, and telecommunications. Broughan focuses on IP litigation in district courts involving high-stakes patent infringement and trade secret misappropriation claims.

Fukuda is widely recognized by Chambers and other leading publications as a premier IP trial lawyer. She was awarded Patent Lawyer of the Year by Women in Business Law Americas in 2024, and was shortlisted four times for Litigator of the Year–New York by Managing IP and twice awarded Post-Grant Proceedings Attorney of the Year by LMG Life Sciences. Fukuda was a partner at her previous firm for over a decade. Before that, she spent 11 years at another leading global firm where she was also a partner.
Broughan has been recognized in Best Lawyers for IP Litigation and Patent Law, and by The Legal 500 US for Trade Secrets Litigation. His matters involve a variety of technologies, such as medical devices, software, cryptography, signal processing, gaming, and digital rights management. He regularly serves as lead counsel in PTAB proceedings and has handled more than 80 IPRs over his career.
