Morrison Foerster Welcomes Esteemed Former U.S. Treasury Senior Counsel for International Affairs Annie Wartanian Reisinger as National Security Partner

(July 29, 2026) – Morrison Foerster, a leading global law firm, is pleased to announce the arrival of Annie Wartanian Reisinger as a partner in the firm’s National Security Group in Washington, D.C. She arrives with over two decades of experience in national security law and international trade regulation, including spending the past seven years in senior legal roles at the U.S. Department of the Treasury.

Reisinger is one of the most experienced government attorney practitioners who worked with the Committee on Foreign Investment in the United States (CFIUS). As Senior Counsel in Treasury’s Office of the General Counsel and one of few attorneys to have served as Co-Lead Counsel for CFIUS, she played a crucial role in shaping the Committee’s jurisdictional practice since its expanded mandate authorized by the Foreign Investment Risk Review Modernization Act (FIRRMA) and was charged with clearance authority regarding all CFIUS mitigation instruments and orders. She was a trusted legal advisor to both Treasury and CFIUS interagency leadership, counseling on a broad range of CFIUS matters.

In addition to overseeing important legal matters regarding the full CFIUS docket, her past responsibilities in Treasury’s Office of the General Counsel included managing presidential referrals, helping lead the development of the Known Investor Program, shaping fundamental legal aspects of the non-notified enforcement and compliance practices across multiple administrations, advising on regulatory rulemaking, and providing technical assistance on legislation. Reisinger also brings deep experience in export controls and sanctions issues that arise in the context of cross-border investments. Prior to joining Treasury, she practiced at leading law firms and served as Director of Export Compliance at one of the world’s largest aerospace and defense suppliers, where she led the company’s global export compliance program.

Reisinger is the latest former government official with significant national security experience to arrive at the firm since the beginning of last year, with others including: Chris Chamberlain, former Senior Advisor at the U.S. Department of Commerce; Jason Lebowitz, former Senior Counsel in the Office of the Chief Counsel for Industry and Security at the Department of Commerce; Kuang Chiang, a former Treasury official and experienced practitioner at another leading global law firm; Margot Benedict, former Senior Counsel to the Attorney General at the U.S. Department of Justice (DOJ); and Kara Podraza, former Deputy Chief of Staff at DOJ’s National Security Division and a former attorney in DOJ’s Foreign Investment Review Section.
