50% Rule Showing Up in Contract Terms, Former BIS Official Says
Chris Chamberlain was quoted in Dow Jones Risk Journal, following his participation in a panel discussion ‘Escalating Export Controls: Meeting the Challenge’ at the Dow Jones Risk Journal Summit, held in Singapore on October 6, 2026.
Discussing the “50% Rule”, which would ban exports to any companies owned 50% or more by people or businesses on a U.S. Commerce Department trade blacklist, Chris noted that despite the fact the rule is yet to be implemented, companies are still preparing. Chris, commented:
“Every two months or so we’ll likely see an update…the agency has sort of got to have its cake and eat it too…I’m seeing a lot of companies essentially just operating as if it was [already] the rule so they can make sure that if something did change, they would be ready.”
