He explained that ending self-GRAS would be a lengthy process, requiring both Congressional action and FDA rulemaking. Sylvester pointed out that although the FDA aims to review GRAS notices within 180 days, "in practice, FDA typically takes one year or more to respond." He cautioned that eliminating self-GRAS could further slow review timelines due to the FDA’s limited resources, and emphasized that "the secretary’s announcement does not affect the legal status of self-GRAS ingredients already lawfully marketed."
