Victor Liang is an associate in the San Francisco office of Morrison & Foerster and is a member of the firm’s Financial Transactions Group. Mr. Liang’s practice focuses on the representation of lenders, borrowers, development/multilateral institutions, export credit agencies and other institutions in connection with domestic and international financial transactions, including: structured finance, secured and unsecured financings, syndicated lending, acquisition finance, leveraged finance, export credit agency financings, and project finance.

While at Georgetown University Law Center, Mr. Liang was the Director of the Georgetown Law Barristers’  Council's Alternative Dispute Resolution Division. He competed in the Willem C. Vis International Commercial Arbitration Moot and was awarded with an Honorable Mention for Best Individual Oralist. Mr. Liang received a B.A. in International Relations and French from the University of Southern California, magna cum laude.

Mr. Liang is fluent in French.
