Authored by a working group of cabinet members and federal agency officials focused on expanding the U.S. digital asset markets, the Report represents the most sweeping set of Executive Branch recommendations to modernize U.S. financial laws since the Dodd-Frank Wall Street Reform and Consumer Protection Act. 

This program will address the roles of federal regulators in shaping digital asset market structure, proposed changes to bank oversight on digital asset activities, and the evolving regulatory treatment of stablecoins and payments. It will also cover litigation and government investigation risk mitigation, recommendations on countering illicit finance, taxation of digital assets, cybersecurity and privacy risk mitigation, and relevant updates since the release of the Report.
