Dr. Felix Helmstädter is a senior associate in Morrison & Foerster’s Berlin office. His practice focuses on German and European antitrust and regulatory law as well as on state aid and public procurement law. Dr. Helmstädter has particular industry-specific experience in the areas of media, telecommunications and transportation. He also advises clients in the healthcare and energy sectors as well as in the technology industry.
Dr. Helmstädter's work includes internal investigations with regard to antitrust and public procurement law compliance and compliance with EU sanctions and German export control regimes. During M&A transactions, Dr. Helmstädter particularly advises international clients on EU and German regulatory, government contract and funding aspects.
Dr. Helmstädter studied in Berlin (Dr. iur.) and Geneva, Switzerland (Certificat de Droit Transnational). He worked as an intern in the Hearing Office of the European Commission (DG Competition) in Brussels and at the Federal Ministry of Economics and Technology, Department of Competition, Regulation and Privatization Policy in Berlin.
Dr. Helmstädter regularly holds seminars (e.g. lecturer for antitrust law in the media industry, Humboldt-Universität zu Berlin) and published works on competition in the railway industry and on public procurement law. In his doctoral thesis, Dr. Helmstädter analyzed the concept of ownership unbundling in the railway sector under EU law.
Before joining Morrison & Foerster, Dr. Helmstädter was a member of the antitrust, competition and economic regulation practice of two international law firms for several years.
